Re: TransLink 10-Year Outlook and 3-Year Financial Plan

On Friday, February 27, 2004, you will be considering approval of the TransLink 10-year transportation outlook and 3-year financial plan (as modified by the February 25, 2004, TransLink board meeting).

Although all plans have their strengths and weaknesses, this TransLink plan merits your strong support. The Greater Vancouver region has fallen behind in improving its transportation network over the last 15 years and strongly needs this plan to prevent us from sinking further into congestion. Transport Canada has estimated that the cost of congestion on our regional road system is in the order of $1 billion annually and increasing.

The elements of the transportation plan have been well considered and debated, with the great majority of stakeholder groups supporting the approval and implementation of the plan and its financing elements.

The Vancouver Board of Trade has indicated previously that it supports the proposed plan and wants to see it implemented. Postponing this action in light of the strong support from diverse groups would lead to further congestion affecting all road transportation users and would have a significant detrimental effect on the regional economy.

The debate has gone on long enough. The time to act is now. Let us move forward with the development of a better transportation network for all users.
