Re: South Fraser Perimeter Road environmental assessment

The necessity for construction of the South Fraser Perimeter Road is clearly laid out in the application documentation. The road would provide a vital link between the expanded Roberts Bank container terminal and parts of the region not readily accessible from the Highway 99/91 Freeway system. The link between that system and the Trans-Canada Highway would facilitate more efficient movement of both people and goods within the region as well as to and from points outside the region.

The South Fraser Perimeter Road would be an important part of the Pacific Gateway being developed with support of the federal and provincial governments. As noted in the application, "... the route would [be] a significant step toward completing the major network of roads in the region." It also would be "... a significant step toward managing chronic congestion in the Lower Mainland" that causes economic costs in the order of $1 billion or more annually.

The South Fraser Perimeter Road would provide improved access to industrial areas, would carry traffic that otherwise might use community streets, and would decrease vehicle emissions.

The application provides greater detail on the need for the road.

It is clear that construction of the South Fraser Perimeter Road must proceed. The optimum route has been identified. The question to be dealt with is what measures might be taken to offset any adverse effects of the road. We leave it to the proponents and the relevant authorities to address that issue.

In conclusion, The Vancouver Board of Trade strongly supports the construction of the South Fraser Perimeter Road as a matter of high priority.
